Atty./Engr. Josefin de Alban, Jr. is currently taking up a Doctor of Philosophy in Urban and Regional Planning at the University of Philippines- Diliman. He took up his Master in Arts in Urban and Regional Planning at the same university back in 1994. He finished Law and Bachelor of Science in Civil Engineering in 1987 and 1979 from the University of Santo Tomas.

Currently, he is teaching courses such as Engineering Laws and Contracts, Engineering Economics, Theory of Structures, Surveying, Railroad Curves, and Urban and Regional Planning. When he is not teaching, Atty./Engr. De Alban, Jr. can be seen as an Environmental Planner and an accredited Construction Arbitrator Construction Industry Arbitration Commission. He is also a member of the Society of Philippine Accredited Consultants (SPAC).
