This council was formed in November 2005 to establish a common IT examination among seven countries including the Philippines, Thailand, Vietnam, Myanmar, Malaysia, Mongolia and Bangladesh. In the Philippines, the IT Passport Examination is being administered by the Philippine National IT Standards Foundation (PHILNITS).

Lim (BS IS, 2017), who ranked second in the Philippines and third among ITPEC member countries. They led the 1,169 IT Passport exam passers from the seven member countries of ITPEC.
