Asst. Prof. Edmund Tayao, MA of the Department of Political Science of the Faculty of Arts and Letters, was appointed as one of the nineteen members of the Consultative Committee to Review the 1987 Constitution. President Rodrigo R. Duterte signed the papers last January 24, 2017.

Tayao is also the Executive Director of the Local Government Development Foundation (LOGODEF), the pioneer non-government organization pursuing decentralization and capacitating local governments since 1989. He has published and presented papers and books on Political Reforms including Federalism here and abroad. He also served as decentralization and federalism expert in Pakistan, Kingdom of Jordan, Cambodia, Vietnam, Thailand and the Asia Pacific Program of the European Union. He has also served as consultant to various organizations and recognized political analyst here and abroad.

LOGODEF convened the Political Reform Exponents of the Philippines (PREP) in June 2016. PREP is a group of academic institutions, professional organizations and non-government organizations who agreed to conduct substantive exchanges and research on constitutional reforms, which includes federalism. The PREP members were eventually asked to form the Federalism Study Group that drafted the PDP-Laban draft Philippine Federal Constitution.
