About the ASTHRDP

The DOST-SEI Accelerated Science and Technology Human Resource Development Program-National Science Consortium (ASTHRDP-NSC) is providing scholarships to qualified individuals to pursue Master’s and Doctoral programs included in the priority S&T areas. This program aims to help improve the country’s global competitiveness and capability to innovate through science and technology and to accelerate the production of high-level human resources for Research & Development (R&D) in S&T.

Application for Scholarship

A. Qualifications:

An applicant must:

  1. be a Filipino citizen;
  2. not be more than 50 years old at the time of application;
  3. be in good health condition;
  4. pass the admission requirements for graduate studies at any of the NSC member-universities and;
  5. pass the interview and other screening procedures.

B. Requirements: 

  1. Accomplished ASTHRDP Application Form 
  2. Career Plans (Form A) 
  3. Research Plans (Form B) 
  4. Medical Certificate stating that the applicant is of good health condition and fit to study from a licensed physician with his/her PRC license number indicated (Form C) 
  5. Birth Certificate (Photocopy) 
  6. Certified True Copy of the Official Transcript of Records 
  7. Endorsement Form 
  1. MS Program – From two (2) former college professors 
  2. PhD Program – From two (2) former professors in the Master’s Program 
  1. If employed, recommendation and permission from head of agency to take a leave of absence (LOA) while on scholarship OR proof of resignation or termination of contract.
  2. Valid NBI Clearance 
  3. Letter of Admission with Regular Status from the Program Head of the accepting institution and copy of admission evaluation sheet 
  4. Approved Program of Study endorsed by the Graduate School Program Lead. 
  5. Application Form for Research Adviser. 

Additional Requirements for Lateral Applicants

  1.  Certification from university indicating the following 
    1. number of graduate units required in the program
    2. number of graduate units earned with corresponding grades 

Accomplished and completed documentary requirements must be initially submitted through https://bit.ly/Application1TAY2223  for initial evaluation. After initial evaluation, hard copies must be submitted personally or by mail addressed to the Office of the UST Project Leader for DOST-SEI-ASTHRDP on or before the set deadlines.

Note: In the approved new scheme, the duration of scholarship of lateral entrants shall be determined based on the percentage of required load completed vis-a-vis the total number of graduate units of the degree program:

Terms of Scholarship

  1. The scholarship award shall be for full-time graduate studies to ensure on time completion of the MS/PhD degree in any of the DOST identified priority fields.
  2. The scholar must NOT be employed or practicing his/her profession while on scholarship. He/She must secure approval for official leave of absence, if employed.
  3. The awardee shall execute a Scholarship Agreement with the DOST-SEI and the Training Institution.
  4. The academic performance of the scholar shall be evaluated every school term based on established policies to determine his/her scholarship status.
  5. The scholar shall be required to render service obligation in the Philippines after he/she finishes the MS/PhD degree, i.e. one year service for every year of scholarship
  6. The scholar shall be required to refund the scholarship grant with interest for non-completion of his/her graduate program or failure to comply with the service obligation.
  7. The scholar must submit a progress report to the Office of the UST Project Leader for DOST- SEI ASTHRDP-NSC and submit relevant forms/documents to ensure proper monitoring and timely completion of MS/PhD degree.

THESIS/DISSERTATION OUTRIGHT GRANT

90% of the grant

  • Letter of Request addressed to the Project Leader (endorsed by Research Adviser)
  • One-page abstract
  • Preliminary/Approved Thesis/Dissertation Proposal endorsed by the adviser
  • Timetable/Gantt Chart endorsed by the Research Adviser (indicate month and year)

 

10% of the grant

  • Letter of Request addressed to the Project Leader (endorsed by Research Adviser)
  • Approval Sheet of Thesis/Dissertation
  • Abstract of Final Manuscript
STUDENT RESEARCH SUPPORT FUND - RESEARCH GRANT COMPONENT (Subjected for Liquidation)

(Prior to the request, liquidation of used outright thesis grant must be accomplished)

  • Submission of Final Requirements to DOST-SEI and UST-ASTHRDP must be accomplished. 
EXTENSION OF PERIOD OF SCHOLARSHIP
  • Request Letter addressed to the Project Leader (Endorsed by Research Adviser) 
  • Original Program of Study
  • Revised Program of Study (duly approved by the Program Lead)
  • Breakdown of Financial Assistance Received (to be validated by the Project Staff) 
  • Certification issued by the research adviser indicating the date of Final Defense (if applicable) 
LEAVE OF ABSENCE / REINSTATEMENT
  • Request letter citing reasons for the LOA, addressed to the Project Leader (Endorsed by Research Adviser)

  • University Approval of LOA (if scholar is on leave from the University)

TRAVEL CLEARANCE
  • Letter of Request to SEI (duly endorsed by the Project Leader, indicating destination, duration, and reason for travel)

  • Notarized Deed of Undertaking with Co-Maker

  • If company/university sponsored: Guarantee Letter stating “should the scholar fails to return in the country after the given period of time, the company/university guarantees the refund to DOST-SEI the amount equivalent to the period left unserved of the scholar with 12% interest”

The following documents must be submitted to DOST-SEI:

  • Certified True Copy of Diploma 


After submission to DOST-SEI, the following must be submitted to the UST-ASTHRDP

  • Signed receiving soft copy of the Letter of Gratitude
