Director General of the Foreign Service Institute (FSI) Francisco Noel R. Fernandez III, LlM, a Doctor of Civil Law candidate, was named the new Philippine Ambassador to Vietnam.
Fernandez earned his Master of Laws in 2008 and currently takes his doctorate at the UST Graduate School of Law.
Atty. Fernandez aced the Bar Exams and led the batch of lawyers in 1994. As a steadfast diplomat who represented the country in any way possible, he has also served the Department of Foreign Affairs which enabled him to forge ties and develop international relations with different countries such as Canada, England, China, among others.
