Armando V. Barretto graduated with a degree in B.S. in Electronics and Communications Engineering (Cum laude) from the University of Santo Tomas in 1981 and with a degree in Masters in Business Administration from De La Salle University in 2006. He was a board topnotcher (Number 1) in the Electronics and Communications Engineering Licensure Examination held in September 1981. He is a Professional Electronics Engineer and a lifetime member of the Institute of Electronics Engineers of the Philippines. He is also a certified Cisco Instructor. He worked in the Information Technology and Communications industries for more than twenty-three years before joining UST in 2006, during which he held various management, engineering, and other technical positions. He has worked as a member of the Faculty Council of the UST Faculty of Engineering, as Acting Chair of the ECE Department of the UST Faculty of Engineering, and as Computer and Networking Laboratory Supervisor of the UST Faculty of Engineering.
