Sylvia D. Clemente is an architect and urban planner with experience in development and infrastructure planning. She worked under the attached agencies of the Office of the President and was the Director of the Resources Mobilization Group of the Coordinating Council of the Philippine Assistance Program from 1994 to 1999 and the Deputy Executive Director of the Coordinating Council for Private Sector Participation from 1999 to 2003. She also served as Deputy Executive Director for Operations and Technical Services of the Pasig River Rehabilitation Commission in 2004.

She obtained her degrees in Bachelor of Science in Architecture from the University of the Philippines and Master of Science in Urban Planning from Columbia University. Currently, a faculty member of the UST College of Architecture and the Graduate School; she also heads the Planning & Housing Cluster of the undergraduate architecture program.
